I'm relatively sure this is the simplest thing you can construct having a transition to chaos in a network as you want.
The demonstration that the transition is in fact chaotic was given by Crisanti and Sompolinsky in 1981. Check also Ostojic and Mastrogiuseppe 2017, is way more readable and includes Dale's law and spiking neurons too.
