When telling the truth puts a man in prison, or poisoned, or thrown out a window - we can stop wondering who is the greater liar.
There is no "the Kremlin" - there is only what Putin wants to hear and who is willing to lie to him in ways which will not result in the consequences of the previous paragraph.
Nobody is offended by the lies.
