Ah uh... actually... fewer births is the only method that gives us way too many old farts to deal with. It's still better than wholesale slaughter, but you won't have a disproportionately elderly population after a cat6 hurricane.
In the worst case scenario, people start eliminating the weak and elderly, trying to keep the population manageable. We have to make sure we're ready for people to die of natural causes, or that kind of thinking can take root.
