It makes more sense to me that you would report that account (to their and your admins) and if the admin doesn't take any action, then you might elevate to a #4-level action, maybe #5 depending on the nature of the violation.\n\nThe iffy block situation is troubling, and I think this is where reporting is more effective, if it's persistent.",
