Two things can be true at once:
-Bitcoin doesn't have a security budget problem at the moment.
-Bitcoin doesn't have a solution yet for the security budget problem that will become a reality in 2~ halving s.
By the time this actually becomes a problem, the solution will be good, obvious and non-controversial.
