I heard rumors that the US doesn' t any (or much) ground intelligence in Yemen. They don't know who is who.
While the US can see where launches are happening from, the militants are not standing there next to the vehicle being launched, and IMHO the launch areas underground are probably isolated from the areas where underground militants are. So the US can attack the hole that the missile came out of, but that doesn't kill any militants.
Instead we saw the US strike an apartment building, a tribal gathering, and other civilian activities.
Trump doesn't like losing. He saw that battle as a loser and pruned it.
