License Plates are personal identifiable information. There are legal means to refer them back to a natural person (the car owner). This is derived from the CJEU’s Breyer ruling in C-582/14. That ruling related to IP addresses but is taken more broadly. With Art. 4 No. 1 GDPR this is also part of the law, mentioning „identification number“ as a kind of personal data.
