"About control" is exactly it.
In my country since 2020 it is a criminal offence for me to possess a manual on the high-voltage electrical system of my hybrid without a government permit.
Same for a commercial EV. Or a hydrogen vehicle (not that I'd want to share a grid square with one anyway.)
My country is completely dependent on hostile suppliers for both batteries and refined petroleum fuels (for regulatory and political not technical reasons), but the fuels are at least straightforward to produce in the next international emergency.
