I am not fluent with CLN implementation and don't know about btcpayserver, in my case I use a front-end like RTL as an interface to the node.

About the fees, as I am aware... you can "set" the fee you want to pay according to https://docs.corelightning.org/reference/xpay , you can play with `maxfee` to pay more than the default fees and maybe `retry_for` in case you have some expiration time when try to pay.
