Now I don't drive and I do public transport as much as possible (Caveat: My wife has a car but it's very rare I utilise it) but at the start I was all for it, but it's actually a massive pain in the arse.
I'm not sure these blanket limits are a good thing. They usually seem poorly thought through. And I say that as someone who hates dependence on personal cars.
