Looks like Winston's handbrake on the coalition's insane desire for foreign investment is failing. The carrot dangled in front of him is undoubtedly a concession to projects for the regions.
It's another asset grab. Whether private capital buys existing infrastructure or builds it, the end result is that the public is made poorer by not owning the basis of the services that we rely on. Investors only show up because they smell money.
