Your timing is a bit off, I believe. FinCen's proposed rule preceded Warren's fit and even the Hamas attack. I believe. Definitely, the process of developing and proposing the rule (which takes months, if not years) preceded the events that Warren was on about.
FinCen's rule will be substantially watered down through the comment period.
