Science agencies haven't pushed hard for digitisation at all. When I started work on SST in 2003, there was a very healthy digitisation industry driven by the US. That funding dried up as did funding for ICOADS on which all these SST datasets depend.
Europe has tried to get an equivalent to ICOADS off the ground via C3S, but Brexit intervened.
