I wonder, if Matrix is a good choice, if group chat history matters. My experience with large rooms is, that they need a regular "upgrade" procedure. I.e. old room is closed, everyone gets moved to a newly created one. No history is migrated.
#Jabber is not better, though. There is MUC-MAM, but it doesn't store everything forever. Best you can get is probably an external log.
