My answer to the situation: Take out all the urinals, have EVERY bathroom with walled in toilets that have entry doors that lock from the inside. No gender segregation of any kind, signage simply says "Toilets". Whoever get to the cubical first, it's theirs. Once you go in and lock the door, "Ain't nobodies business but your own" what's going on.
I frequent several coffee shops that are set up like this. Never been a problem that I'm aware of.
