I'll admit as someone not on the left it's very hard to see where the establishment ends and the left begins. Some of my favorite anti-covid tyranny figures are still very much leftists, but stick to actual liberal principles and care about results instead of intentions.

That said, consider that while the left may actually want measures back immediately, but the establishment has to actively manage back-lash from the middle, and can't move as fast as any (internal or external) activists want. It's the establishment that you hate that is refusing to go along. Protecting your freedom you might say. This depends a lot from jurisdiction from jurisdiction, but from where I'm sitting this is dead wrong. While restrictions may currently not be in place, the courts have supported the government reserving the right to do it all over again. Precedents have been set that never should have been and as it stands now, people all over the world a one emergency declaration away from total abuse and insanity.
