When hiring externally, the incentive is to get someone quickly to fill the role, and you need to make a decision with only ~6 hours of information. That lack of info + biases also goes some way to explaining the disproportionate exclusion of minorities.
Conversely, internally you've already got someone doing the work. Why rush when there's no downside to waiting for certainty?
