It's getting the devs for the established clients to agree to that sweeping of a change that is the difficult part.
Then again, on Nostr you can just build stuff. It would require a client that recognized the new event indexing scheme, a relay implementation that accepts said events, and I’d imagine both would have to accept the legacy kind number scheme until it could be phased out, as well.
I know there isn’t such a thing as consensus on Nostr, but this kind of sweeping change would probably break it if there was. Moreover, it would make the issue of some notes not showing up on other clients even worse of an issue than it is perceived to be now, since there will doubtless be plenty who don’t want to switch to the new scheme.
