I think that’s because fusion is touted as “clean” as compared to fission. Please correct me if I’m wrong, but the dirty aspect of fission comes from the free neutrons that can be absorbed by material involved (including containment, fuel itself, shielding as such) that lead to long lived hazmat, where as fusion would generally create EM radiation and not free neutrons?
