Spamming is a concern, yes. In the case of smaller sites that do not have moderation capacities, blocking new users until capacity is available seems prudent to me. After all, block because of spam or illegal/harmful content originating on a site is always a problem with the users of the site, no pass-through traffic here.
And yes, removing infringing users was exactly my point. If a site refuses to, blocking them is a way of disapproving of their moderation.
The infamous poa dot st has a lot of problematic users, i hear. Seems to be a language problem, they are japanese and non-japanese spammers flock there...
Could imagine if a report was filed in another language, the user should be removed if he was not able to respond to a question in japanese... should solve most of this.
