Totally reasonable for them to have that rule in their store, but they demanded to be involved in the release process for apps not in their store too, so now they have an email that AltStore can point to and go "you did technically say you approve it".
Again, AltStore is definitely being snarky here, and I think they're being a bit risky here, but it's a dumb situation all around IMO.
