Are you under the impression that it served other needs, like say the fair distribution of food among civilians? In Britain, restaurants stayed open and were NOT subject to food rations, so those who could afford it could eat what they wanted. [A backdoor subsidy for restaurants.] How did that help with "actual human needs" other than the satiation of elitism?
