To be honest I thought Damus would be banned within minutes or not even allowed to be published in China. The fact that it took this many hours to ban it shows that the big red party is still quite slow (and possibility bloated with bureaucracy). Good luck banning the protocol though. I wonder how Nostr will be used in China and other places without much freedom of speech.
