There are separarse discussions: how to make the client through app stores and then the potential risk of the relay. If you have in plain in the client (not encrypted) hate text, or child abuse, you are responsible for that in your storage. Even worse if you would store also images.
Quite surely you could implement a clean up routine to remove all inputs from a pub. That would not be as censorship (fiatjaf (npub180c…h6w6)), more like a kind of whitelisting (only allowed users with rating higher than X)
