Well that's how peertube works under the hood. It already does the torrent part for you in the background. WebTorrent and such.
Storage can be affordable, as long as you're reasonable with what you're storing, e.g. do you really need 17375 different formats for your content with 385889694 copies world wide?
E.g. roll with Backblaze S3 or Contabo for the beginning.
You're not amazon nor twitch, such setups are enough for almost everyone.
