I don't believe they are holding Bitcoin elsewhere as the whole point is to be transparent by running their own mempool instance with their own transactions and wallet addresses listed.
I don't believe it would be an internal transaction either as I think that would be made clear.
It also coincides with the dip and the IMF funding.
