Well if there's a group of adults WITHOUT children at the stop (children don't usually have their parents at the stop with them anyways), then they shouldn't stop for them. If they have kids there, of course they'd stop. The issue is that they don't avoid stopping for them after just one incident. At least not usually. This is what happens when people don't come through the legal methods. After all, only criminals can't cross a border legally. because they'd be stopped.
