Knowing something is wrong is not mutually exclusive with continuing to enjoy life in spite of it.
Taxes do not pay for Govt spending when they are in a deficit and covering the debt with QE of their currency, like most countries. Taxes are a threat to citizenry of imprisonment if not paid in full, nothing more.
I agree that if these tourists are actively ignorant, its a shame, but the Russian Govt would do what they want either way.
Did Hiroshima and Nagasaki, mostly citizens, deserve to get an Atomic Bomb dropped on them in WW2?
