The last one, tier0-council.csv requires 80% agreement.
That's the list that has qoto on it. Seirdy's list actually is curated a bit, and certain sites (like qoto) are given special consideration and removed from his list.
But I didn't want a list of special considerations, I wanted a hard 80% check among sources that have agreed to provide their public blocklist.
In my experience, it's not simply about whether or not they federate with sites that are blocked. It's whether they federate and interact, where the admin regularly boosts or posts hateful or transphobic/racist/fascist content.
The admin of berserker.town, for instance, regularly posts transphobic, misogynist, ableist, and fatphobic comments.
Detroit Riot City has been on fediblock multiple times, independently of anyone I regularly talk to.
And dude, this is just a hard no.
From their about page alone I'd recommend them at T0.
