It seems the consensus is that they might be there for wear prevention.
It wasn't until I was unthreading the old halyards from the blocks did I realise that the SS was on the free end of the jib halyard, but on the fixed end.
In any case – I've replaced all the halyards with 8mm spectra. I'll keep an eye on them when we're underway to see if they're likely to chafe on a stay or something.
