I remember reading that there's a finite amount of decisions you can perform at level per day. All these small "this or that's" are draining the overall pool faster, like a dos attack.
If you look, they're everywhere, as if by design of this cult(ure).
It emphasized it's better to be the first (or near) "customer" in court, because as the day goes on and judges have made decisions on what they've heard, the worse it got for the remaining parole seekers.
