I self-host via btrf.ly https://rebased.io/about/tos I'm the only one on here and don't want to deal with moderation right now
I think the problem you're articulating is baked into ActivityPub/federation
I can certainly cultivate a good experience by forming connections with accounts I like and I can mitigate against noise by muting or blocking individual accounts but I do it all myself according to my own personal values whims and taste
