That 14k number is simply fake. The actual number of civilians killed is about 3400, a number that includes deaths directly caused by Russians. And of course, Russia is the one who invaded and they are responsible for all those deaths.
Ukraine simply wasn't "bombing Donbas". They were defending themselves, and did a pretty good job of not killing Ukrainians in the process.
