Twitter is now instituting a Fee for all users, even basic normal access in New Zealand & Philippines.
It's "only" $1 per year, but it's the principal of the thing.
Mind you at that level, it's still just basic access, not the premium or blue or whatever other tiers, that's for absolute basic access, to even log into twitter at all.
