A lot depends on the 'market' conditions... competing railway providers moved highly inefficient & problematic in C19th leading to the orginal nationalisation - the same for water & energy, through the years of munipilisation.... choice is good where there aren't other issues to contend with (not leas of all 'natural monopoly').
