I think we will be under the sea before we are anywhere near Mars like Musk wants. If we can maintain humans in some a materials vacuum, either underwater or in the desert, it might be more reasonable. We already make submarines. Why not colonize something under water? I get the feeling the first few would just be occupied by underwater welding technicians next to infrastructure, like the former lighthouse or fire watch positions.
