I agree with the guy in the video. I don't think bureaucrats are like nostradamus and can predict what will happen next. They have a general idea/plan but they are subject to reactions of the market and other things happening globally. Mises talked about this a lot, people cannot predict human behavior with complete accuracy. This is why things don't always turn out as they plan. This is why all empires eventually collapse.
