Clients might get delisted from app stores for not implementing a back door. I don't think relays are going to be really affected, they're not supposed to implement anything afaik (other than moderate what they host, but that's already expected like any website).
Anyway the law is unenforceable in the open source world. It bares companies to distribute software with good E2E encryption, but good luck running behind every free fork that floats around.
