Oh in an ideal world I'd be talking about totally sovereign individuals of course. I'm just saying in a world of nation-states as it it right now.
The Frankenstein monsters that we have today, with millions upon millions of people who have nothing to do with each other culturally, geographically, linguistically, exist only because the 19th century colonial mentality demanded bigger markets for the oligopoly, protected by a border and an army.
That doesn't stand today, with our current technology. We could have small, homogeneous nation states that would be perfectly viable economically. Still immoral and unjust. But less so.
