Here's a site that anyone can use to download videos from Twitter.
You just paste the Twitter URL into this site, click "download," then choose the video resolution you want. When the video appears in a new browser window, right-click on it and "save as."
Higher resolution yields much bigger files, and I think Mastodon's maximum file size for upload is 40 megabytes.
