Yep. They went out of their way to halt the still-very-active ][ series. GemOS wasn't all that bad, but due to a lawsuit, you could only run one application in the foreground at a time, which severely limited it's usability.
Windows came in and undercut Apple in the educational market (eventually), offering almost-free software to get people to try their rather awful software, and 3.11 for Workgroups really cemented Windows as having network functionality (above AppleTalk), still playing with Netware/etc, so many DOS applications worked and were easier to manage. That made it easy for them to tell the art teachers "Tough, we're moving to PC."
