Do you agree with Terry Pratchett, who said, "There's no such thing as writer's block. That was invented by people in California who couldn't write."
Pratchett is known for comedy so, as a Californian, I don't take offense. 😀 The term's been around a while so must refer to some common experience. Probably a catch-all term for issues with finishing a work, which would include a variety of circumstances. I've not had the problem myself so can't speak from experience.
