no, it just means that you wouldn't be able to use this relay if the people that created it do not follow you or their follows do not follow you.
this is a pitfall of the WoT model. it's great for existing and OGs, but it doesn't help the newcomers that just want a spam-free experience.
i view WoT relays as one piece of the puzzle.
