TLDR, in the event that life, limb, or property are at risk, anyone may use any radio at their disposal to request help on any frequency on any mode to request help. Those are the FCC rules on top of being basic common sense and human decency.

If you need help, even if that help is just a moments connection with another human, Do not wait for permission. Just get help.

If you plan to bend the knee and be a rule nazi, at least know the rules. Not only are unlicensed emergency communications permitted by law, you interrupting emergency communications to insist on licences is illegal. On top of that, you aren't there and it isn't your place to decide what is or isn't an emergency for someone you've never met in a place you've never been.
