Not sure about HK but in Japan, car owner ship is already low so for many the best way to get to the metro-owned mall is the metro? I don't get the impression if we turned the Westfield mall into the Powell Station Shopping Plaza, BART would get much closer to profitability (tho I’d be happy to try).
