I think the "Plume" dynamics upset Covid Aware people because it sounds like droplets to them. It sort of is and it sort of isn't. I think, in the early days at least "airborne" meant "Spreads everywhere in the air" and "droplets" meant it "falls out of the air eventually."

Plumes are kind of like some of one and some of the other.
