Debates over U.S. aid to Israel and Ukraine have dominated Washington this year. The U.S. has spent the most on foreign aid in fiscal 2023 in the following countries: Ukraine ($78.3 billion), Israel ($21.6 billion), Jordan ($3.2 billion), Egypt ($2.9 billion), Ethiopia ($2.0 billion), Nigeria ($1.5 billion), Somalia ($1.3 billion), and Kenya ($1.1 billion). The funding for Ukraine nearly doubles what the U.S. has invested in the country since its war began in early 2022. Israel has been the largest recipient of U.S. foreign aid since World War II, with most of the aid provided through a State Department program allowing Israel to purchase U.S.-manufactured arms and munitions for no cost.
