In 1993, the United States created a paramilitary group in #Haiti (FRAPH). This followed the forced deposing of the first democratically elected president of Haiti, Jean-Bertrand Aristide, who was forced out by the paramilitary group formed by the Duvalerism-centered soldiers.
The United States needed to avoid any sort of democracy in the country as to avoid its ability to dump weapons and waste and juice the foreign representatives it had there that backed tourism, like Disney (which led to them shooting things like Pirates of the #Caribbean on Haitian soil with no payouts to the locals and indigenous who lived there) and Royal Carib (the popular American-owned and second largest in the world). The United States makes money when they keep Caribbeans - Africans anywhere - in a state of subjugation.
Jimmy Carter and Colin Powell were the US representatives for said paramilitary group. They ignored the request of the Haitian people to evict the American-installed paramilitary force and instead instigated violence even more. Then-President Bill Clinton used Haiti as a campaign chip "as an attempt for restoration", when then-senator #JoeBiden elected to dismiss the country entirely if it just "sank into the ocean".
