Our web installation process doesn't use ADB. You enable OEM unlocking in the OS and then reboot it into fastboot mode yourself. The stock OS web installer has people enable and authorize ADB simply to reboot it into fastboot mode even though all that requires is holding volume down while booting which is easier than dealing with ADB (i.e. reboot and hold volume down while it boots).
You'll get a legacy extended support release we recently made based on backporting to 14 QPR3.
