Eventually one of my sysadmin colleagues finally got access to the full stack (ostensibly so the DBAs could prove to him it was a hardware issue) and he pointed out in about half an hour that whenever someone went to enter their timesheets, the system was doing some select against *all* timesheet entries the user had ever made, unbounded by any time limits.
